Digital Dubai has released a whitepaper introducing the AI Integration Matrix Framework, a structured roadmap designed to help Dubai government entities move beyond fragmented AI pilots toward a fully integrated, emirate-wide ecosystem.
The framework, developed by a Digital Dubai team led by Eng. Abdullah bin Kenaid Al Falasi, Director of the Infrastructure and Operations Department, classifies AI use cases into four strategic quadrants: internal agents supporting operational processes, internal Retrieval-Augmented Generation (RAG) systems enabling institutional knowledge access, external agents delivering public-facing services, and external RAG systems providing information to the public.

Hamad Obaid Al Mansoori, Director General of Digital Dubai, said the launch marks a shift from simply adopting AI to embedding it across government.
"This reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to build a government that operates as one interconnected system with people at the heart of transformation,"
he said.
The document stresses that effective AI deployment depends as much on data quality and governance as it does on the technology itself, urging entities to prioritise accuracy, reliability and adherence to ethical and regulatory standards.
Digital Dubai has already applied the framework internally, guiding the deployment of more than 100 AI systems across multiple sectors. The initiative improved coordination among teams, enhanced visibility of AI projects and reduced duplication.
Matar Al Hemeiri, Chief Executive of the Digital Dubai Government Establishment, said the framework drives a shift from isolated initiatives to a coordinated approach, empowering entities to build sustainable capabilities and deliver more efficient, human-centric digital services.
Designed to be globally adaptable, the framework offers a methodology that can be tailored to different government contexts while maintaining its core principles of integration, balance and responsible AI deployment.
