His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has inaugurated Al Shera'a, the new headquarters of the Dubai Electricity and Water Authority (DEWA), cementing Dubai's position as a global leader in sustainable innovation.
Located in Al Jaddaf, Al Shera'a is recognised as the world's tallest, largest and smartest net-positive government building, producing more clean energy than it consumes. The inauguration marks a significant milestone in Dubai's long-term sustainability agenda.
Sheikh Mohammed described the building as "an inspiring model in sustainability, energy efficiency, and the use of technology to serve humanity," adding that Dubai's future ambitions depend on continued investment in talent, minds and advanced infrastructure.
At the heart of Al Shera'a is a cognitive AI system supported by over 110,000 smart sensors, 1,500 wireless access points and more than 3,200 network devices, generating over 1.9 million automated control commands daily. All systems are unified through the Al Shera'a smart app, which manages approximately 100 independent functions ranging from smart parking and air quality monitoring to elevator experience and resource booking.
The building generates up to 5 MW of electricity through two photovoltaic systems spanning more than 200,000 square feet. A dedicated pedestrian bridge connects the building directly to Al Jaddaf Metro Station, encouraging public transport use and reducing carbon emissions.
Spanning 19 floors with a built-up area exceeding two million square feet, Al Shera'a is designed to achieve LEED Platinum and WELL Gold certifications. Its name, Arabic for "sail," reflects DEWA's commitment to progress and innovation, while its interior draws inspiration from traditional Emirati architecture.
DEWA's MD and CEO Saeed Mohammed Al Tayer said the building aims to set a new global benchmark for net-positive buildings and supports the Dubai Clean Energy Strategy 2050.
