The UAE Cabinet has approved a sweeping national strategy to deploy Agentic AI across half of all government services and operations within two years, marking a decisive step toward what officials are calling UAE Government 4.0.
Chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, the Cabinet meeting was held at Qasr Al Watan in Abu Dhabi. Senior leaders including Sheikh Mansour bin Zayed Al Nahyan, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, and Sheikh Saif bin Zayed Al Nahyan were in attendance.
The Cabinet approved the first package of government services to be transitioned under Phase One of the Agentic AI Project, covering citizens, residents, businesses, and the general public. A governance framework was also adopted, defining the roles of each ministry and federal entity in driving the transformation.
To support implementation, the Cabinet greenlit the largest government training programme in UAE history, covering 80,000 federal employees across five occupational categories from ministers and senior executives to frontline staff. The programme, developed with national universities and global technology partners, will be delivered through a dedicated AI-powered digital platform offering personalised learning pathways.
On healthcare, the Cabinet approved a National Policy for Advancing Digital Healthcare Services and Artificial Intelligence in the Health Sector, built around three pillars: a national AI-driven medical system, advanced digital health infrastructure, and AI-ready healthcare professionals. A new Federal Law to regulate smart health applications and AI use in the sector was also approved for drafting.
Additional approvals included the reconstitution of the UAE Council for Digital Wellbeing, now to be chaired by Sheikh Saif bin Zayed Al Nahyan, and the signing of 15 international agreements spanning trade, diplomacy, finance, and meteorological cooperation with partners including Kazakhstan, Serbia, Austria, and Panama.
