Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council, has launched the Dubai Judicial Authority's 2025 annual report, underscoring the emirate's continued push to build one of the world's most efficient and transparent judicial systems.
The report was unveiled during a Dubai Judicial Council meeting chaired by His Highness, which also reviewed upcoming promotions and appointments planned for 2027 as part of efforts to attract qualified national talent to the judiciary.
Speaking at the meeting, Sheikh Maktoum reaffirmed Dubai's commitment to justice and the rule of law, describing the annual report as a key benchmark for assessing institutional performance and transparency. He directed continued development of the judicial sector through innovation, digital solutions, and advanced technologies aligned with Dubai's future ambitions.
On the performance front, the Public Prosecution registered 66,933 incoming criminal cases, processing 59,421 with an investigation and indictment accuracy rate of 94.2%. Courts of First Instance achieved an 86.5% ruling accuracy rate, while the Court of Appeal reached 87.1%. The average time to rule on cases stood at 114 days, with a 90% case settlement rate.
The total value of cases and requests before Dubai Courts reached AED 10.2 billion, with AED 3.68 billion paid through enforcement proceedings.
Digital transformation was another standout area. Dubai Courts completed 1.7 million smart requests, held 24,507 remote hearings, and processed 173,013 blockchain requests. The Public Prosecution handled 23,438 smart bail applications.
The report also noted the appointment of 86 new Judicial Authority members, bringing the total to 522, with female representation rising to 6.5%. Additionally, 92 training programmes were delivered, totalling 2,601 training hours across 376 participants.
